English Local Authorities Intend to Dispose of Community Hubs and Sports Centres to Balance Books

According to a new poll of local authorities, English councils are planning to sell community centers, athletic facilities, and shopping arcades as they bet on a fire sale of properties to balance the books.

Growing Financial Pressures Drive Asset Sales

A coalition of councils representing second-tier cities in the UK stated that 60% of local authorities are intending to dispose of properties to cover the escalating costs of adult and children’s social care.

Councils have in the past faced criticism for disposing of public land and land to shore up their budgets, but they contend they must continue to generate essential revenue from asset sales or declare themselves bankrupt.

The group said that a high proportion of authorities seeking to raise money from a quick sale of assets marked “a clear change from 2024, when the largest share (60%) of municipal officials stated they would focus on service redesigns and using financial reserves to weather increasing financial challenges.”

Specific Cases of Planned Sales

One local authority in Kent said its property management strategy included the disposal of a shopping centre in a local town and a social club in another town to raise 20 million pounds over five years.

  • A local golf course and commercial properties owned in two English counties, which all provide rental income for Medway council, will also be sold under the strategy.

Council Tax Increases and Broader Financial Strains

This research of local authorities in the key cities group, which covers several urban centers, further found that more than 70% of authorities will need to raise local levies next April to cover the growing cost of core provisions, increased rates of homelessness, and a longstanding accommodation deficit.

The authority said it will proceed with property disposals after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but some of these require time to deliver both better provisions and cost efficiency,” said a council leader.

He added: “We face demographic pressures which will continue to add to the pressures we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of county councils recently also found council budgets being stretched by the growing number of young people and older individuals needing special educational assistance.

A network of councils projected that local shortfalls will hit £4.4bn a year by 2029, as they grapple to manage rising needs.

Government officials have put off scheduled changes to the special educational needs framework until the coming year after a white paper outlining those changes has been postponed.

Disadvantage and Financial Shortfalls

Based on the most recent deprivation measures (IMD) for English councils, many key cities members were included in the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 nationally under the latest IMD measures,” said the study.

“While only a single urban area is among the top 10 for disadvantaged communities countrywide, urban areas are far more likely to be in the worst-off 20% of England. The data highlights the extent of difficulties facing municipal officials across major urban centers in the coming year,” the report added.

“Council officials have been explicit about the necessity for a fair and sustainable funding system that accounts for and responds to the actual extent of deprivation and need,” said a council leader.

“Lacking this, councils will persist to face difficult decisions around which vital provisions to fund, and which to cut, to the detriment of their residents.”

One in five of councils have reduced or weakened social care provision in the past 12 months, the study found.
